  3. Damage was still pitiful despite the bonus crit, this should make it at least somewhat effective.

  7. Penalty didn't quite fit, the slower swing speed should be enough to rein in the weapon's effectiveness and make it more desirable as a finisher.

  11. Allow the scout to better keep enemies at bay and in this weapon's effective range.

  15. + Reverted charge bonus

  17. Function as a normal sniper and still being able to pick 4/9 classes makes adding the debuff redundant or somewhat overkill due to only a minor damage output reduction. Returning the weapon to it's prior damage output should work better with the static debuff time. Now the has a choice of either quickly applying the debuff but doing minimal damage, or charging more in order to get a pick.

  21. Improve the weapon's use as an emergency/escape tool.

  29. Improve the benefit for a hit with the weapon and successfully causing an explosion.

  34. Rein in the heavy's ability to be aggressive with this weapon more, but further improving this weapon's ability to sustain yourself without aid.

  38. + Health packs dropped give you overheal
  39. - -75% health from healers on wearer
  40. The health penalty made the benefit somewhat muted due to less health gained. This change should make the health packs more valuable at all moments, and giving the scout a more distinct downside fitting with his own ability to sustain himself.
