There once was a man named Bill;
He was about as tall as a hill.
If came into contact, with people, he would end up bound in a contract.
They would hold a forum,
to decide what projects they could assign, like changing the town's decorum.
Eventually the news would reach him,
of a new request, someone coming to beseech him.
They'd get his signature, promising his help,
