- Reduced Marked For Death time at max distance to 5 seconds
- Increased recharge time by 50%
Tighten the window at which scout can capitalize off the added utility.

Wrap Assassin
- Removed recharge time bonus
Reduce it's spammability and bring it more on par with the Sandman.

Liberty Launcher
+ Added 20% holster speed bonus
- Removed rocket jump damage reduction
Emphasize it's combo usage and trim some superfluous attributes.

Phlogistinator
+ Afterburn during MMMPH charge will minicrit foes
- Removed afterburn bonus
Making MMMPH more impactful rather than being more powerful without activating charge.
