Apologising for spamming is an interesting start, however, there is a
bigger issue here.

You have just sent an unsolicited (SPAM) email to 405 people.
All of who now have a copy of the other 404 people's email addresses.
I do take it you have procured the permission from all the people before
you sent their (possibly personal) email addresses to 404 strangers?

I would recommend you talk with your company's appointed Data
Protection Controller, as this is considered by the ICO as a data
protection breach.

And then you sent an exchange recall email (which, BTW, will not be honoured by anything except for MS Exchange when configured to do so), also with the same 405 email addresses in the TO: field.

I would recommend talking to an experienced IT professional in your organisation about how to use email properly, and in this case, legally.
